He used a Ki-Blast to finish Dodoria off though, not that it says or means anything.

Significantly less than 24,000 but perhaps stronger than what Dodoria actually showed. With the whole issue of Shouki, Yuuki and what not, its not without doubt that Dodoria's fears and lack of courage may have lowered his power down more than what he could truly show had he been confident.

With that in mind however, it wasn't like Dodoria or Zarbon were rarin' to go against Vegeta when they found out he had a PL of 24,000. It pretty much said that to them, Vegeta's 24,000 was incredible and that they were practically freaking out over it. Freeza didn't go up and say "Hey bros, its not that bad, you handle it alone" no he said "get together and you can still win."

So to Zarbon and Dodoria, Vegeta had a hefty lead on them.

I usually go around 20,000-21,000 personally.

I know people would consider this conjecture but considering Vegeta learned how to suppress on earth, why couldn't someone raise him upto 25,000 (or 24,500). Not going all out against Kiwi and going all out, power-wise, against Dodoria and Zarbon.

But that's be stupid and Dodoria had a scouter in his fight, too so that'd be noticed.

True, but focused blasts don't need to be launched by someone stronger in order to kill or do damage.

Piccolo hit Raditz with the Makankosappo and almost killed him. If Raditz hadn't dodged the first one, it probably would've killed him.

However, there's still the issue that Vegeta was able to hold Dedoria without much effort. Goku seemed to have more trouble with 100% Freeza than Vegeta did with Dedoria.

I guess Vegeta would have to be over 24,000 in order to follow consistency.
